2018 Statewide Misdemeanant Confinement Program Annual Training – Duplin County

The North Carolina Sheriffs’ Association (NCSA) will conduct its annual training on the Statewide Misdemeanant Confinement Program (SMCP) in order to provide critical information to sheriffs’ office personnel on the proper procedures for processing inmates through the SMCP, out-of-jail medical care, reimbursement policies, and other legal and procedural information related to the Statewide Misdemeanant Confinement Program.

The NCSA Executive Committee unanimously agreed to adopt a policy for the Statewide Misdemeanant Confinement Program (SMCP) to require at least one of the persons designated as the Point of Contact to attend the NCSA’s annual training class to continue participation as an SMCP “receiving” county. At the same time, the Executive Committee strongly encouraged “sending” counties that do not receive inmates to send their Point of Contact person to the annual training class as well. This policy is to ensure that important information about the SMCP is conveyed to the appropriate person in each county who is actively handling SMCP offenders and the required SMCP paperwork.

Please note: In order to participate as a “receiving” county in the SMCP for the upcoming year, a sheriff’s office must send at least one representative to one of the annual training classes. “Receiving” counties who do not send a representative to a 2018 fall training class will not receive any further SMCP inmates until after the completion of the 2019 fall training.

Counties participating as a “sending” county are strongly encouraged to send at least one representative to one of the annual training classes as well. Sheriffs may also invite judges, the Clerk of Court, and other court personnel to attend this training.

The last training session for 2018 will take place at the following location:

Check-in will begin at 9:00 a.m. and each training session will take place from 9:30 a.m. until approximately 3:30 p.m. Lunch and instructional materials will be provided ONLY to those attendees who have registered in advance.

Additional individuals from your agency are encouraged to attend.  Each person attending must register separately. Please forward this email to any personnel in your agency who may wish to attend.
