Proposed Changes to Jail Rules

The North Carolina Sheriffs’ Association (NCSA) will hold a meeting on February 28, 2018, open to all sheriffs and sheriffs’ office personnel, to discuss and review the Proposed Readoption of Jails and Local Confinement Facilities Rules (Jail Rules) that govern the operation of jails and local confinement facilities in North Carolina.

These proposed Jail Rules changes have been prepared by the Construction Section of the Division of Health Service Regulation (DHSR) and are scheduled for public hearing on March 6, 2018.  The proposed effective date of the changes to the Jail Rules is December 1, 2018.

NCSA’s legal staff has been reviewing the proposed changes to the Jail Rules to identify concerns for the sheriffs. We will be prepared to discuss the proposed rule changes and it will also be critical to identify pitfalls in the rules, if any, that have a negative impact for the Office of Sheriff.

The February 28, 2018 meeting will allow NCSA staff to gather the information needed for the NCSA Executive Committee to make a final recommendation to DHSR regarding the need to make additional changes to the proposed Jail Rules before they are formally readopted.

The NCSA Jail Rules meeting will be held on Wednesday, February 28, 2018 at a location to be announced in central North Carolina.  The meeting will begin at 10:00 a.m. and will last until approximately 3:00 p.m.  Lunch and copies of the published Jail Rules text will be provided ONLY to those who have registered in advance.

Additional individuals from your office are encouraged to attend.  Each person attending must register separately.

Once you register, you will be provided confirmation of your registration and the exact location of the Jail Rules meeting, which will be located in central North Carolina.

If you have any questions, please contact Jenni Armstrong, NCSA Administrative Assistant – Government Relations & Legal, by telephone at (919) 459-1059, or by email at jarmstrong@ncsheriff.net.
